Trustee Kirtlan represents Region II (South San Joaquin Valley, Central California and North Valley Chapters). He has been a police officer with the City of Sacramento for 25 years. He was promoted to the rank of Sergeant in 2014. He has been on the board of the SPOA since 2019 and has been a director, second Vice-President, first Vice-President and is currently the President. Trustee Kirtlan was elected to the Board of Trustees of the Insurance and Benefits Trust in February 2023.
