2027 PORAC Health Plan Rates Set

The Insurance and Benefits Trust of PORAC (IBT) Board of Trustees have finalized the 2027 health plan rates for the PORAC sponsored Police and Fire Health Plan, following a comprehensive evaluation of shifting healthcare cost trends.

In recent years, the health insurance sector has faced severe upward pressure on rates. In response, the IBT Board of Trustees conducted a rigorous, region-by-region performance analysis tailored to both active employees and retirees. Despite widespread industry hikes, the 2027 rates for the Police and Fire Health Plan remain highly competitive, successfully staying lower than several regional HMO alternatives. Backed by exceptionally strong financial reserves, members can trust that their coverage remains secure, stable, and fully capable of meeting their needs for years to come.

With the annual Open Enrollment period approaching, the IBT is advising eligible personnel to review their options. This window provides an opportunity for former members to rejoin, and for current participants to modify or update their existing coverage. For the 2027 coverage year, Open Enrollment will run from September 14, 2026 through October 9, 2026.

Serving over 25,000 safety members and their families, the Police and Fire Health Plan is one of the most comprehensive options within the CalPERS system. Eligible active employees can switch coverage through their Human Resources Department, while retirees can do so directly via CalPERS.

The IBT also offers the Universal Health Plan, a non-CalPERS health plan available to active and retired members. For active members, their association must opt into providing the Universal Health Plan to employees and they must maintain active PORAC membership. For retired members, their association must participate in PORAC and they must maintain active RAM membership.

The Insurance & Benefits Trust of PORAC remains dedicated to supporting members and their families, utilizing a dedicated team to deliver comprehensive coverage and top-tier care. Any questions regarding coverage or enrollment can be directed to an IBT Insurance Services Representative at (800) 655-6397, Option 1 for Health Plan Members.
